1) Obtain sufficient knowledge to evaluate the claim that a problem is reasonably the business of the government.
2) Learn the various strategies presented to the government to address the government's work and policy problems.
3) Use policy analysis tools to compare the benefits and disadvantages of different policy approaches to a problem.
4) Place issues on a framework, thinking through alternatives, and identifying changes that can make society better.
5) Choose the most efficient ones from the relevant methods, paradigms and theories for the solution of the problems.
