Course Contents

As the State’s main duty of planning, development plans, regional plans, environmental plans, city planning law and the preparation of restructuring planning, stages of approval and operation and all changes to be done in this plans, will be handled in accordance with the hierarchy of plan and with the principles of planning. Requirements for the process of planning, implementation of parceling, programs of construction, in this manner in the progress of the transitions from cadastral parceling to construction parceling, process of subdivision and merging (combining) will be covered in the scope of the course. Construction practices to be made in the areas which its planning process has already been completed, construction permit, conditions of admission, the process of licentiation competence of administration, the control of constructional operations will be discussed in the scope of this course. Constructional operations without permit and illegal constructional operations and powers of administration in this respect will be discussed in the scope of concept of planning. After the completion of the construction, permission for the use of building, the administrative powers of issuing restrictive orders for the buildings constructed in accordance with the law, legal conditions and the formalities of such power will be discussed under this head. The scope of this course will cover petitions and applications of both administrative and judicial character, requirements and possible results of petitions and applications.
