Important organizational, cultural, and personnel problems which have been recently encountered in public organizations and major suggestions for overcoming these problems constitute the main subject-matters of this course. Within this framework, such problems as corruption, non-merit appointments in public bureaucracy, organizational growth and related problems, red tape, inefficiency problems, the clash between bureaucratic and political elites, the place of women and minorities in management, the human rights problem, education and training of public personnel are discussed and suggestions for overcoming these problems are presented.
