Learning Outcomes of the Course Unit
1) Evaluate current problems of Turkish public administration.
2) Be able to think critically and analytically and implement them in various social and managerial problems via homework and projects assigned.
3) Evaluate problems related to organization in public sector.
4) Evaluate the management model and its problems of public sector.
5) Evaluate the legislative infrastructure and its problems of public sector which provide functioning of the sector.

Course Contents
Important organizational, cultural, and personnel problems which have been recently encountered in public organizations and major suggestions for overcoming these problems constitute the main subject-matters of this course. Within this framework, such problems as corruption, non-merit appointments in public bureaucracy, organizational growth and related problems, red tape, inefficiency problems, the clash between bureaucratic and political elites, the place of women and minorities in management, the human rights problem, education and training of public personnel are discussed and suggestions for overcoming these problems are presented.
