Course Contents

This course includes the historical background of the efforts ending in integration, integration theories, federalism and confederalism talks, the Sui-Generis Integration Model, European Coal and Steel Community, the integration process beginning with Coal and Steel Community, European Atom Energy Community, the legal bodies, the transformation process of the organs of the Union, the Fusion Agreement, the growth of the European Union, conversion to EU, the borders of the EU and expanding process, the cultural, judical,political, economic and social relations of Turkey with European Union, Customs Union, the political, military and cultural place of the EU, and the future of European Union.

Weekly Schedule

1) Meeting and general information about lesson.
2) What is the European Union? Why do states cooperate? Theories of integration, federalism - confederalism discussions, sui generis model of integration
3) Compelling factors of European integration from historical perspective, The search for a lasting peace after World War II. Establishing the European Coal and Steel Community
4) Initiative of the European Defence Community, the establishment of the European Economic Community & European Atomic Energy Community
5) Fusion Treaty, EU process from Alliance to Integration, the concept of depth, models of economic integration, the establishment of the EEC Customs Union, establishment of the Single Market (European Internal Market)
6) EU institutions: Council of Ministers, the European Commission, European Parliament, the Court of Justice, Court of Auditors, Committee of the Regions, the Economic and Social Affairs Committee, Europol
7) European Union Enlargement Process: Six founder countries, the first wave of expansion, (England, Ireland, Denmark), Britain's participation and the emergence of the problem of depth
8) Midterm examination/Assessment
9) European Union Legal System: Sources of EU law, treaties, secondary law, international treaties and conventions, sui generis legal sources, a complementary legal sources
10) European Union Legal system: General principles of EU law, the characteristic features of EU law, supranational rule of law, the transfer of sovereignty, direct the implementation and etki doğurma, the priority of EU law
11) Common EU Policies: Euro Zone and the common monetary policy, competition policy, agricultural policy, trade policy, transport policy, industrial policy, tax policy, regional policy, social policy, environmental policy, consumer policy, cultural policy, fisheries policy, common foreign security policy, justice and internal affairs policy, science and research policy
12) Turkey - EU Relations: Ankara Agreement and Additional Protocols, the establishment of the Customs Union, the Copenhagen and Maastricht Criteria
13) Turkey - EU Relations: The Helsinki Summit and declaration of Turkey’s candidate process, adaptation laws, the Brussels Summit and the negotiation process, Turkey’s negatiation process of full membership.
14) Debate: Future of Turkey - EU Relations
15) European Union Enlargement Process: Greece, Spain, Portugal, Sweden, Finland and Austria's memberships, big wave of expansion with new ten 10 member states and and absorption capacity issue, memberships of Bulgaria and Romania, other candidate countries except Turkey
