Amaç Başta belediyeler ve özel idareler olmak üzere, kamu ve özel sektörde çalışabilecek nitelikli ara eleman yetiştirmektir. Programda yer alan dersler ve eğitim-öğretim yöntemleri, alanla ilgili temel bilgileri vermenin yanında, öğrencilere analitik bakış açısını ve sorgulayıcı bir anlayışı kazandırır. The Local Administration Program which was transferred from Kandıra Vocational School to İzmit Vocational School during the academic year of 2006-2007 is a two-year degree program. The Local Governments Program was transferred from Izmit Vocational School to Ali Rıza Veziroğlu Vocational School during the academic year of 2019-2020. The Aims of the program are: •To raise qualified staff who can work in municipalities, special administrations, local and private sector. •To make students acquire an analytical perspective and inquisitive understanding in addition to basic knowledge, theories and methods in the above field of study. To develop students' knowledge of local governments. To equip students with technical knowledge required by the profession. To ensure that students gain practice skills through internships.

Kabul Koşulları Lise eğitimini tamamladıktan sonra üniversite giriş sınavlarına girmiş ve Türkçe - Matematik dalında yeterli puanı almış olmak gerekir. Meslek Liselerinin sınavsız geçiş için belirlenen bölümleri dışındaki bölümlerden ya da liselerden mezun olanların/olacakların ise ÖSYM Başkanlığınca yapılan Öğrenci Seçme Sınavına (ÖSS) girmeleri yeterlidir. Yerleştirme sonunda kontenjan kalırsa, ek yerleştirme ile açık olan programlara öğrenim hakkı kazanarak, yüksekokulumuz önlisans programında eğitim-öğretime başlayabileceklerdir. Yurt içi veya dışında eş değer bir programda öğrenim gören bir öğrenci, üniversite tarafından kontenjan açılması koşuluyla yatay geçiş için başvuru yapabilir. After completing high school education, students have to get enough points in the university entrance examination to be qualified in our program. Other high school graduates must enter de Student Selection Examination carried out by the Student Selection Placement Center (ÖSYM). Student who attend a similar program in another university or abroad may have a horizontal transfer to our program with subject to the quota determined by our university. Students are accepted according to the evaluation of all candidates.

In order to get an associate’s degree from the program, a student must be successful in compulsory courses listed in the eight-term schedule together with the selective courses and fulfill 120 ECTS in total, successfully complete 30 days of internship and have minimum cumulative GPA of 2.00 out of 4.00.
Program Genel Profili İnsana verilen değerin artmasına ve kamu yönetiminin insan odaklı bir yaklaşım benimsemesine paralel olarak, toplumun yerel yönetimlerden beklentisi artmıştır. Bu beklentinin sağlanmasının ön koşullarından birisi ise, yerel yönetimlerde nitelikli personelin çalışmasıdır. The increase of the value attributed to the human being and the public institutions which have begun to adopt the human centric approach have increased the expectation of the society for a better life quality. One of the main conditions for the realization of this expectation is the qualified personnel who work in those public institutions. Local Municipalities Program teaches the basic rules such as public management and political science, and students gain the knowledge of its application in the related areas.
Genel Bilgi 21. yüzyılda yaşanan değişimlerin belki de en önemlisi, insana verilen değerin artmasıdır. Globalleşen dünyanın etkileri, Avrupa Birliği (AB) uyum süresi çalışmaları, bireylerin talepleri gibi etkenler sonucunda, 1930 yılından beri yürürlükte olan 1580 sayılı Belediyeler Kanunu yürürlükten kaldırılmış ve 5393 sayılı Belediyeler Kanunu 03.07.2005 tarihinde yürürlüğe girmiştir. Böylece, 75 yıldır uygulanan kanun sonlanmıştır. Yöre halkının gereksinimlerini etkin bir biçimde karşılamak üzere yerel topluluğa kamu hizmeti sağlayan ve yerel halkın kendi seçtiği organlarca yönetilen yönetsel, siyasal ve toplumsal bir kurum olan Yerel Yönetimler'de çalışacak nitelikli yönetici adaylarının yetiştirilmesi doğrultusunda çalışmalarımızı yürütmekteyiz. One of the most fascinating developments in the 21st century is the increase in the importance given to human beings. The effects of globalization, the works carried on for the integration of the European Union, the demands of the individuals have all contributed to the new 5393 numbered Local Municipality law which was effected as of July 03, 2005. This new law replaced the previous one, 1580 numbered and 1930 dated Municipality Law, which was effective for 75 years. Local municipalities have the aim to respond to the various needs of the people by electing among the local people. Our program aims to educate students who have interests in local administrations affairs, and who are willing to work on institutions that supply public services.
Mezunlar İçin İstihdam Olanakları Yerel Yönetimler programından mezun olan öğrenciler kazandıkları yeterlikler doğrultusunda; kamu hizmetlerinin yerine getirilebilmesi amacıyla oluşturulan kurumlardaki farklı departmanlarda çalışma olanağı bulmaktadırlar. Students who graduate from Local Municipalities Program acquire the necessary proficiencies to work in the departments of the public institutions. With the managerial skills they have gained, graduates may also work in private companies. Graduates may also establish their own business and work independently.

Upon a successful completion of the associate program, so as to get a bachelor’s degree, students can apply for programs of related field(s) on condition that they get the required score from Vertical Transfer Exam conducted by OSYM. (Student Selection and Placement Center). Anadolu University Distance Learning Bachelor’s Degree Programs are also available for our graduates.

Recognition of Prior Learning

Lateral or vertical transfer student admission is carried out basing on the "The Transfer Regulations for Associate and Undergraduate Degrees, Double Majors, Sub-specialties and Credit Transfer Regulations among Institutions". The prior learning of transfer students is recognized as per the relevant regulations of Council of Higher Education and under the coordination of the Adaptation Committee.

Kocaeli University guarantees in advance that all credits gained and courses received by an Erasmus student after the mobility abroad will be fully recognized and transferred into Kocaeli University system and upon arrival with the approval of the authorities and the student. While preparing the" Erasmus Credit Transfer and Grade Equivalency Table" the ECTS grades are transmitted to Kocaeli University grading system.

Turkish higher education institutions are in the start-up phase about the recognition of non-formal and informal education. However; computer and foreign language skills that students improve on their own, are evaluated through exemption examinations by the university. Students who prove to be proficient in such exams are exempted from related course(s).

Examination Regulations, Assessment and Grading

Examination, assessment and grading procedure is mainly based on Kocaeli University Education and Training Regulations for Associate and Undergraduate Degrees Depending on the nature of the course various instruments such as midterms, final exams, short exams, presentations, assignments, projects, portfolios and applications may be involved in the assessment process of a semester on condition that students are informed about their weights upon registry. Contribution of these activities to final grading range between 30% -70% and So as to be eligible to take the final exam, a student has to fulfill the attendance requirement of 70% for theoretical and 80 % for practical courses. Once this requirement is fulfilled, attendance is not required again in case of a failure and retaking that course. Final grading of a course is determined on the basis of semester studies and final exam. Those with certified and officially approved excuses are also given a makeup exam.
