This course critically evaluates the following issues: the need for reform in public administration; the concept of administrative reform and its major techniques; the shift from administrative reform to government reform; major social, political, technical and managerial imperatives which necessitate a radical reform in government; post-bureaucratic, post-modern and post-fordist trends in government and in public administration; the shift from public administration to governance and from administrative state to policy and management networks; NPM (New Public Management) and the changing administrative paradigm; the economical approach to governance and the blurring boundaries between public and private sectors; the minimal state approach and its critics; the liberal view on state and government reform; the concept of optimal state; globalization and international standardization of administrative and government reform; a brief history of administrative reform in Turkey; and the trend of liberalization in the Turkish public administration and its impacts on society
