Course Contents

The following issues are debated in this course: Definiton and elements of the concept of public administration, development of public administration (PA) thought and separation of public and private sector management, New Public Management and the new paradigm in PA, main approaches in the study of PA, the relationship between PA and other disciplines, similarities and differences between public and private sector management, the nature of state and the impacts of the growth in the size and functions of the state on public organizations and society, the principles of deconcentration, subsidiarity and decentralization, the structure of central government in Turkey, particularly its main branches in the capital and in the countryside.
