Course Contents

This course provides students with the knowledge of new economic order, globalization, the period from the industrialization to knowledge period, techonlogical developments, instutional source planning, the e-government concept, the development of e-government, the infrastructure requirements of e-government, public management and interactive service applications, e-state applications and the existing application in and out of Turkey

Weekly Schedule

1) Meeting and general information about lesson.
2) Introduction: Basic Concepts; What is e-government? What are the basic elements of electronic life? What are the concepts of E-government agencies, e-companies and e-citizens?
3) Why e-government? Structural change in management, administrative reform, the reasons of the reform efforts to change Turkish public administration in Turkey.
4) The emergence of information and communication technologies in the world ant its affect on the transformation of individual life and Turkey's public management, advantages & disadvantages of electronic life on our lifes.
5) Objectives of Electronic government: Transparency, speed and efficiency, the active and intensive participation, information exchange, saving time and energy, support the effectiveness of decision-making processes.
6) To adapt to the electronic life: Legal and technological infrastructure, finance, human resources, service infrastructure and the creation of mechanism, security and privacy, setting the vision and mission, co-ordination.
7) E-government status and major projects in Turkey: MERNIS, TAKBIS, VEDOP, POLNET, UYAP say2000i, YEREL NET, Local Information Network Project.

9) E-government applications around the world: the United States of America, New Zealand, Singapore, Netherlands, Portugal, Sweden, United Kingdom
10) According to the reports of the United Nations, Turkey's position in the world of e-government
11) Business and e-life applications, the concept of digital signature and possible effects on the bureaucracy & business life
12) E-government applications in local governments: yesterday, today, tomorrow.
13) Student Presentations: the successful and unsuccessful electronic services examples of Turkish municipal governments
14) Student Presentations: the successful and unsuccessful electronic services examples of Turkish municipal governments
15) E-government status and major projects in Turkey: www.türkiye.gov.tr, combined electronic services and e-Government Portal Project
