Learning Outcomes of the Course Unit

1) Explain the importance and difference of labour among all production factors, evaluate in terms of labour relations and human resources management.
2) Explain conceptual relationship and difference between personnel management and human resources management, evaluate human resources management approach and practices in context of industrial relations.
3) Apply job analyses by planning the process through developing job analysis form and be aware of humanforce planning process and practice tools.
4) Know about labour force finding methods, explain the effectiveness of methods comparatively, form effective message in managing external resources and evaluate the effectiveness of the message in job anouncements.
5) Explain critical phenomenon, interview techniques and methods in installing effective interview process, describe capability concept and evaluate behavioral interview process with positive and negative sides.
6) Describe performance management concept, explain the role and importance of performance appraisal function in terms of human resources management, analyse performance appraisal methods comparatively, install performance appraisal method based on goals and capabilities.
7) Discuss performance management process in terms of job security.

Course Contents

Human resources management functions will be discussed as appropriate to the theoretical knowledge and conceptual frame which is defined in Human Resources Management course. In this context, the differences and the supplementary relations of the two concepts, personnel management & human resources management, will be discussed at first and then personnel planning, job analysis, selection functions are to be taken into consideration as internal & external resource management, and lastly, performance management, job evaluation, wage policy and career management will be discussed.

Weekly Schedule

1) Aim and scope in human resources management, conceptual framework, historical background from personnel management to human resources management, relationship of human resources management and personnel management
2) Interaction between human resources internal and external environment factors and basic principles, strategical role of human resources management, its dilemma with industrial relations and a comparison with it.
3) Concepts related with job analyses, job analyses installation with its aims, methods and practice samples.
4) Human force plannaing as internal resource method, definition and aims, process, internal and external factors affecting planning, practices towards balancing labour force supply and demand
5) Labour force finding process as the external resource management, installation of selection and settlement process, interview techniques and methods, errors stemming from selection process, selection process based on capabilities, installation of behavioral interview process, reference evaluation, occupational inventory test sample practice
6) Performance appraisal process, expectations, concept of performance appraisal, appraisal errors, capability and performance appraisal based on aims, performance management-job security relationship.
7) In-class discussion and experience transfer by a practitioner from the field.
