So as to be admitted to the program, candidates should hold a bachelor’s degree from Faculty of Law. The bachelor’s degrees granted from universities other than Turkey shall be approved by the Council of Higher Education. Applicants must get a minimum score of 55 from the related test parts of ALES (Examination for Academic Personnel and Postgraduate Education) or equivalent grade from GMAT or GRE exams, and a minimum score of 50 from UDS or KPDS (Governmental Foreign Language Proficiency Test ) or an equivalent grade from TOEFL, IELTS, CEFLE, ZDF for English, French or German languages. The applicants who fulfill the requirements above are conducted an exam by the institute. The admission quota is specified at the beginning of each semester by the Institute of Social Sciences.

So as to be granted a degree, students should successfully complete the courses listed in the schedule and reach 120 ECTS credits in total and successfully complete a scientifically valid master’s thesis approved by an academic jury.

Candidates, holding a Bachelor’s degree in Social Sciences, conduct field specific studies using qualitative and quantitative research methods while enriching their knowledge in the field of expertise thanks to the courses offered by the Master’s Program. Candidates are offered a variety of elective courses appealing to candidate’s fields of interests with an interdisciplinary approach by various departments of the institute.
Genel Bilgi Kamu hukuku, devlet ve vatandaşlar veya devletin kendi kurumları arasındaki ilişkileri düzenleyen hukuk alanıdır. Özel hukuktan ayrılması sırf teorik bir ayırım değil, başvurulacak mahkemenin belirlenmesi açısından da önemlidir. Kamu hukukunun konusu olan devlet ve yurttaş arasındaki hukuksal uyuşmazlıklar, özel hukuk uyuşmazlıklarında yetkili sulh ve asliye mahkemelerinde değil, idare mahkemelerinde çözülür. Ceza hukuku da, ceza verme yetkisi sadece devlete ait olduğundan kamu hukuku alanına girer. Hukuki bir çatışmanın özel mi, kamusal mı olduğunun belirlenmesi için çeşitli teoriler geliştirilmiştir: Çıkar teorisine göre, hukuki bir uyuşmazlık kamunun çıkarlarını ilgilendiriyorsa kamu hukukuna aittir. Alt-üst ilişkisi teorisine göre, hukuksal bir çatışma, biri diğerinden sahip olduğu devlet erki nedeniyle daha üstte bulunan iki hukuki nesne arasında ise kamu hukukuna dahildir. Özel hukuk teorisine göre ise, hukuki uyuşmazlığın konusu olan kanunlar, tüm yurttaşlara değil, sadece devlet erkine sahip olan bir hukuki nesneye hak ve ödevler yüklüyorsa uyuşmazlık kamu hukukuna girer. Public law, is a field of law that regulates the relations between the state and citizens, their agencies or state law. Separation of private law is not just a theoretical distinction but also important for the determination of court. The legal disputes between the state and citizens which is the subject of public law, are resolved by the administrative courts in case of private legal disputes. The criminal law is included the field of Public Law, since the only penalty authority is the state. Various theories have been developedto determine whether a conflict is a specific legal conflict or a public conflict: According to the theory of interest, the interests of the public concerns a legal dispute belongs to public law. According to the theory of relationship between superiors and subordinates, a legal conflict with one another due to the state on the upper branch of the public law of the two legal objects are included. According to the theory of private law, which is the subject of legal dispute, the law, all citizens, not only has the ability to state the rights and duties of a legal object loads into public law litigation. Public Law covers Constitutional Law, Administrative Law, Criminal law, Trial Law, Execution and Bankruptcy Law, States Public Law, and Tax Law.

Upon a successful completion of the program, graduates can continue their academic studies at doctorate programs in the related fields of study on condition that they get the required score from related test parts of ALES (Examination for Academic Personnel and Postgraduate Education) and providing that they certify their foreign language proficiency through central or internationally valid examinations such as TOEFL,YDS,etc.

Recognition of Prior Learning

Lateral transfer is possible for students of master's and doctorate programmes who have successfully completed at least one semester at another department of the same university and the same institute, or at a master's and doctorate programme of another equivalent institute of another higher education institute. According to the related bylaws, the courses that a lateral transfer student should take within the scope of 'Programme Adjustment' are determined by the committee of the relevant department. The determination of which and how many of the previously taken courses should be recognized within scope of the minimum course load, is suggested by the advisor and the committee of the relevant department,as well. "Full Recognition" is provided upon the approval of those courses by the board of chairs of relevant institute.

Kocaeli University guarantees in advance that all credits gained and courses received by an Erasmus student after the mobility abroad will be fully recognized and transferred into Kocaeli University system and upon arrival with the approval of the authorities and the student. While preparing the" Erasmus Credit Transfer and Grade Equivalency Table" the ECTS grades are transmitted to Kocaeli University grading system.

Turkish higher education institutions are in the start-up phase about the recognition of informal and non formal education. However; computer and foreign language skills that students improve on their own, are evaluated through exemption examinations by the university. Students who prove to be proficient in such exams are exempted from related course(s).

Examination Regulations, Assessment and Grading

Evaluation and assessment is carried out basing on “Kocaeli University, General Examination Regulations for Graduate Degrees”. Depending on the nature of the course, various instruments such as; mid-term exams, final exams, projects, assignments, presentations, short exams are involved in the assessment process.
